what does it mean when a mri report states there is a flow void present in the major vascular structures at the skull base,and the fourth ventricle is midline? Thanks!

Vascular structures with flowing blood always look like flow voids on MRI and there are number vessels at the base of the brain. So that's normal.
You want your fourth ventricle to be midline, because that is where it belongs.
Normal, normal.
