HIV from receiving oral?

A few months ago, someone performed oral sex on me. That was the only encounter I had. I didn't think much of it at the time, but not too long after that, I noticed a painless sore at the base of my penis. Now, a few months later, I have a headache, stiff neck, and there are these small red non-itchy spots over my arms (these spots have been there for the past 5 weeks). I'm so scared. Could I have gotten HIV from receiving oral seX? I thought there weren't any documented cases of that. Could I have syphillis? Could I have another STD? Should I get tested???

I'm not sure what the red spots are. The sore at the base of the penis sound like herpes or syphillis. Get tested for these. I'd also get a test for gonorrhea, chlamydia and hiv, though, nothing you describe sounds like any of these things. I'm just suggesting it to be complete.
