Interpret Elisa test results

Hi Doctor,

I got myself tested for HIV I am not able to interpret the lab test results. I just went to a medical lab and got tested. I am not very comfortable consulting a Doctor at the same time I am not able to interpret the test results. This is how the report looks like, hoping you can help me understand the report.
TEST REPORT - IMMUNO SEROLOGY

HIV I & II ELISA

TEST RESULT
Test Value 0.090
Cut-Off Value 0.219

RESULT Non-Reactive

This test was done by a approved fourth generation EIA specific for the detection of antibodies to HIV ! and HIV 2. the seroconversion period for this test is shorter than for any standard third generation EIA's. any positive test by this method must be confirmed by western blot.

could you please help me understand if I am tested HIV positive or negetive
